The Economic and Organised Crime Office (EOCO) has arrested the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Mr Dennis Edward Aboagye, and the committee’s former accountant, Mr Gerald Appiah, over the suspected misappropriation of GH¢55 million in public funds.
The high-profile arrests follow extensive investigations into financial and procurement-related irregularities at the IMCCoD Secretariat spanning 1 August 2022 to 2 February 2025.
According to an official press statement released by EOCO on Monday, 13 July 2026, both officials, along with other accomplices, are under investigation for multiple severe offences.
These include conspiracy to steal, stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences, and money laundering.
The anti-graft agency initiated its probe last year following a forensic audit into the Secretariat’s affairs, which prompted a formal petition from the current Executive Secretary of the IMCCoD requesting a deeper criminal investigation.
The arrest of Mr Aboagye, widely known as “Miracles,” involved a border interception.
EOCO disclosed that a “Stop Order” had been placed on the former Executive Secretary a week before to prevent him from leaving the country.
Unbeknownst to investigators at the time, Aboagye had already departed Ghana.
However, upon his return to the country via the Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the order and handed him over to EOCO on Sunday morning.
Following his arrest, Aboagye accompanied investigators on a series of searches throughout Sunday, with operations continuing into Monday.
Meanwhile, EOCO revealed that the former accountant, Mr Gerald Appiah, “voluntarily began refunding” parts of the missing funds, described by the agency as “returning the Loot.”
The anti-graft body clarified, however, that these financial recoveries do not conclude the investigation, nor do they absolve any suspect of criminal liability.
Both suspects are expected to be released on bail in accordance with Ghanaian law while active investigations continue.
EOCO reaffirmed its commitment to conducting the inquiry professionally and impartially within the confines of the law, assuring the public that further updates will be provided as the case progresses.
